New MEPA Interim Protocol on Climate Change Adaptation and Resiliency
Effective October 1, 2021, all new projects filing with the MEPA Office will be required to attach to the Environmental Notification Form (ENF) or Expanded Environmental Notification Form (EENF) submittal the output report generated from the RMAT Climate Resilience Design Standards Tool, available here. New project filings must also complete the new Climate Change Adaptation and Resiliency Section added to the ENF form. Detailed instructions are included in the MEPA Interim Protocol.

MEPA updating their Regulations – comments due March 31, 2021
The MEPA Office is engaged in a regulatory review effort to update its regulations at 301 CMR 11.00 and associated policies and guidance. This effort coincides with statewide initiatives led by EEA under Governor Baker’s Executive Order 569 to prepare for the impacts of climate change.
The MEPA Office is accepting general comments and suggestions for regulatory updates. Key areas for public input are outlined in a presentation, available here.
Comments on MEPA regulations can be sent to MEPA-regs@mass.gov, until March 31, 2021.
While this effort is ongoing, the MEPA Office is proposing to issue two interim protocols concerning climate change adaptation and environmental justice outreach, available here.
Comments on the draft protocols can be sent to MEPA-regs@mass.gov, until March 10, 2021.

How to Submit Comments to MEPA:
The Secretary of Environmental Affairs accepts written comments on projects currently under MEPA review.
Please note that comments submitted on MEPA documents are public records.
Be sure to include the EOEA number on all comments!
MEPA Public Comment Portal
The most efficient way to submit comments on MEPA projects is through the Public Comment Portal. You may register and create an account or submit comments anonymously.
Submit Comments by e-mail
All comments received by the deadline will be provided to the Secretary for review and included in the public record for the project. Comments can be e-mailed directly to the Environmental Analyst reviewing the project. Please reference the project name and EEA# in the subject line of the e-mail. The EEA# and Environmental Analyst assigned to the project can be found in the Environmental Monitor.
