Notice of Request for Site Examination – West Springfield
The Town of West Springfield has applied to MassDEP for a Request for Site Exam (pdf)
application for increasing the approved withdrawal for an individual existing public
water supply source from 1.9 mgd to approximately 2.5 mgd of water from the
ground of the Westfield River Basin, in Southwick. I f approved, this increased
individual withdrawal will not change the approved combined withdrawal of 7.01
mgd for the Town’s four existing wells located off Shaker Road, in Southwick. The
existing public water supply well to be tested is PWS Source ID 1325000-01G.
Written comments on the granting of a MassDEP permit to conduct additional
testing of the site for a new or expanded water supply withdrawal are to be filed
within thirty (30) days of publication of this notice in the Environmental Monitor.
The written comments are to be submitted to the Drinking Water Program Section

Failure to submit written comments before the end of the public comment period may result in the waiver of any right to an adjudicatory hearing.

BEAT comment:
BEAT received a copy of the SEIR to review. – This is pretty horrible – The parts of this project that are in Athol and Phillipston are already done! The EIR lacks sufficient detail to determine what the impact will be. The wetland replacement area that they are proposing for Orange is in the middle of a loop of road (an on/off ramp circle) – but they will include one “wildlife passage” into/out of this loop. That is not a viable wetland replacement area in BEAT’s opinion.
Mass Highway was allowed to do 2/3 of this project without any filing because they were, in theory, just making the highway safe while they were planning to widen the highway to a double barrel highway. While the safety widening was less of an impact, it should not have been allowed to proceed without proper MEPA review in BEAT’s opinion.
This EIR lacks sufficient detail. The proponent should be required to submit a Final EIR and include a thorough assessment with detailed photographs of the two wetland replacement areas that were already built.
In the meantime, there are wetland replacement areas in Athol and Phillipston that were built for this project. Is there anyone out there who can take a look at these two areas to see what they are like? Do they have good wetland hydrology? Are they supporting native, wetland plants? Are animals making use of the areas?
