Note that although SK Design refers to an amendment to the Notice of Intent, they are actually seeking an amendment to the Order of Conditions. The only procedure for amending a Notice of Intent (other than to fix small errors such as typographic errors) is to file a new one. Here is the DEP’s guidance on amending an Order Of Conditions.
